The project is located on land approximately 45km north-east of Edmonton, immediately west of Agrium’s Redwater fertilizer operation in Sturgeon County.
The location offers numerous advantages, including close proximity to major crude oil and diluent pipelines, established infrastructure, and a stable and skilled regional work force. Further, there are several opportunities for by-product synergies with other industrial plants in Alberta's Industrial Heartland.
This location is also ideal to form a foundation for future eco-industrial development based on essential feedstocks produced from upgrading and refining bitumen. We expect the products we produce will encourage the development of downstream petrochemical industries.
The Partnership has regulatory approval for three phases of the Project. Phase 1 Construction Sanction was announced November 8, 2012, and site construction activity re-commenced in spring 2013. Required Project infrastructure was advanced through 2013, including construction of non-process buildings, external pipelines, earthworks, deep undergrounds, and site infrastructure such as communications tower, office and construction trailers for owner and craft labour, internal plant roadways and parking and laydown areas for craft and equipment. An updated cost estimate and schedule were completed late 2013, and commercial operations of Phase 1 is targeted for September 2017. A target summary schedule is a follows:
