Following North West's public disclosure of the Project in February 2005, a comprehensive Environmental Impact Assessment was completed, and public input was gathered. Following a public hearing, the project was deemed to be in the public interest.

In August 2007, North West received Alberta Energy and Utilities Board (EUB) Approval No.10994, under the authority of the Oilsands Conservation Act, as well as Alberta Environment Water Act Approval No.00227771-00-00, and EPEA Approval No.217118-00-00. North West has received Municipal Development Permits as required for the project from Sturgeon County.

Site preparation work began in October 2007 with topsoil stripping, diversion of an intermittent watercourse and site fencing completed by summer 2008. The Partnership has incorporated a wildlife corridor and Ducks Unlimited approved Wetland Compensation Plan into the Project in respect of Alberta's land use policies.

Minor amendments to regulatory approvals as required for project schedule and design evolution have been received, and site construction work re-commenced in spring 2013, with a target of commercial operations for Phase 1 by September 2017.
